AI Leap 2025–27

Why AI Leap?
Education is the starting point of change
66% of Estonian students are already using AI tools. Too often, AI applications are entrusted with completing entire school assignments. Research shows that such use of AI can hinder the development of critical thinking, decision-making, and analytical reasoning.
We now have the chance to respond systemically.
With AI Leap, Estonia has set the goal of encouraging the use of AI in schools in ways that are meaningful and responsible — supporting students’ intrinsic motivation and deep learning, reducing harmful learning practices, and assisting teachers in their work.
One outcome of the program could be that every school establishes clear agreements on AI use, as well as a shared understanding of how learning can best be supported in the age of AI.
By creating opportunities for students and teachers to use AI meaningfully, we ensure a competitive advantage for future generations.
